CMS stands up the Office of Health Technology and Products with an enterprise AI mandate
HHS Secretary approved the OHTP on June 9, effective the same day, with responsibility for enterprise AI strategy across CMS digital products and platforms, plus Medicare claims systems modernization, interoperability policy, and an Open Source Program group. Historically, AI oversight inside CMS has been split across the CMS Innovation Center, ONC’s interoperability work, and various pilot programs — with no single owner. That fragmentation showed up most visibly in the prior-authorization AI debate: CMS-regulated plans were being pushed on multiple parallel policy tracks, and vendors on both sides were unsure which office to engage. The Office of Health Technology and Products (OHTP) consolidates that mandate under a chief-product-officer role, which is a structural signal that CMS wants to make AI decisions the same way modern platforms do: with a product owner, a policy division, and a data-and-interoperability division sitting under one roof.
Amy Gleason’s dual title — CMS deputy administrator and chief product officer — matters here. It is the first time CMS has explicitly framed the top of its technology stack in product-management terms rather than as a subordinate function of policy or operations. That has second-order effects. Vendors selling into CMS should expect discovery-driven engagement, roadmaps with explicit scope reductions, and a more skeptical stance toward all-things-to-all-people RFPs.
The July 21 CMS rulemaking sprint on physician payment, claims oversight, and drug pricing is the first real stress test. How much of that work OHTP touches — versus how much stays with CCIIO, CMMI, or the traditional policy shops — will tell you how quickly the office moves from org chart to operational authority. Watch also for whether OHTP takes over the Interoperability and Prior Authorization Final Rule’s technical implementation, which has been the highest-profile AI-adjacent CMS deliverable and which several stakeholders have said needs a clearer product owner.
